OC submits comments on proposed changes to federal grant making

The Ornithological Council has submitted comments to the Office of Management and Budget regarding the draft changes that the office recently published to the OMB Guidance for Federal Financial Assistance, which controls the management of federal grants, cooperative agreements, and assistance awards. 

The proposed changes would increase the role of political appointees, limit financial support for publication of research results, de-emphasize peer review, and limit international collaboration. The OC’s comments emphasized the potential impact of the changes on professional societies and on ornithologists.

The comment period ended July 13. The OMB intends to issue a final rule before the beginning of the next federal fiscal year on October 1.
